The aim of the procurement is to find a partner to develop and implement the EUDI Wallet in Estonia and to provide the Digital Wallet service. The €21.65 million (US$25.1 million) tender includes operating the service for five years once launched. The contract will cover software development, integration and ongoing service provision across the European Economic Area (EEA).
The Information System Authority (RIA) has launched a public procurement to find a partner to develop and provide the European Union Digital Identity Wallet (EUDI Wallet) in Estonia. This is a pan-European secure mobile solution that enables people to identify themselves digitally, sign documents, and store and present various electronic attestation of attributes.
According to Margit Aus, Head of the EUDI Wallet at RIA, the solution being developed is a new national electronic identity (eID) tool that must be compatible with Estonia’s eID ecosystem while also complying with EU requirements. ‘We are looking for a comprehensive solution from tenderers that enables users to securely store and present authentication data, use various types of attestation of attributes, and give digital signatures. We invite eligible companies to take part in the procurement,’ said Aus.
Under the procurement, the EUDI Wallet service will be established along with the necessary technical solutions, and the services required for its use will be developed. This includes, among other things, the issuance and management of person identification data and electronic attestation of attributes, as well as digital signature services. It is also necessary to ensure that the solution complies with certification requirements and to establish the necessary access management for the use of the services.
The project will result in a solution that complies with the EUDI Wallet requirements, giving people greater control over how their personal data is shared. The solution supports the use of cross-border services within the European Union.
The European Union is establishing a common digital wallet framework (EUDI Wallet) under which each Member State will develop its own digital wallet solution that will be recognised throughout the European Union. The purpose of the digital wallet is to enable people to securely verify their identity, use e-services, and share digital documents both in Estonia and across borders. By the end of 2026, all public sector bodies of the Member States of the European Union, including Estonia, must be ready to accept EU-compliant digital wallets from all Member States.
The same obligation will apply to larger private-sector service providers from the end of 2027. RIA is already preparing to implement these changes and, in parallel with the preparations for the digital wallet, is also conducting an analysis to support agencies in implementing the new requirements and planning the necessary changes.
The deadline for the submission of applications is 29.06.2026.
