European Commission (EC) expected to adopt final draft RTS by September / October 2017. Meanwhile, discussion with competent authorities signal EC will make some changes. Requirements expected to become effective in March / April 2019.
How to comply
–Transaction risk analysis is mandatory, even when strong customer authentication is used
–Transaction risk analysis can be used to exempt low-risk payments from SCA
–Solutions based on hardware tokens and smart cards generally comply with requirements
–Mobile apps can be used when using secure channel, and protection against replication and alteration
