SelfPay secures Romanian Central Bank approval as payment institution

21 octombrie 2026

The authorisation from the National Bank of Romania comes as SelfPay celebrates 17 years in business, paving the way for expanded payment services, new partnerships and a broader role in the financial services industry.

SelfPay, Romania’s leading self-service payment kiosk operator and one of the country’s major payment solutions providers, has obtained authorisation from the National Bank of Romania (BNR) to operate as a payment institution. SelfPay received specialist advisory support throughout the authorisation process from KPMG Legal Toncescu și Asociații, together with Tudor Nistor and KPMG Advisory.

“The authorisation marks a strategic milestone for the company, providing a regulated framework for diversifying its payment services, pursuing new business opportunities and developing strategic partnerships across the financial sector and other industries.” – according to the press release.

“This is a defining moment for our company. We have built a strong payments ecosystem, and now we have the opportunity to take it to the next level. Our ambition is to expand our role in the financial industry, develop new solutions and strategic partnerships, and actively contribute to the transformation of Romania’s payments market. We see this authorisation not only as recognition of what we have achieved so far, but, above all, as the foundation for what we intend to build next,” said Adrian Badea (photo), CEO of SelfPay.

Bridging physical and digital payments

SelfPay’s business model combines a nationwide physical payment network with digital financial services, allowing the company to serve customers with different payment habits and preferences. Its infrastructure supports both cash-based transactions and digital payment experiences through a network of more than 15,000 SelfPay Payment Stations across over 4,400 Romanian localities, complemented by the SelfPay Now app.

The BNR authorisation creates new opportunities to diversify payment services and strengthen collaboration with organisations across the financial sector and other industries. SelfPay aims to leverage its existing infrastructure to develop integrated payment solutions tailored to the needs of customers and partners. The company also says it intends to improve access to financial services and support financial inclusion by giving users more options for making payments and managing their money.

A nationwide payments ecosystem

Since launching its first Payment Stations in 2009, SelfPay has steadily expanded its network, broadened its service portfolio and invested in digital solutions that complement its physical infrastructure.

Today, the company operates more than 15,000 SelfPay Payment Stations in over 4,400 localities across Romania, providing access to more than 300 services. These include utility bill payments, taxes, cash deposits to cards, loan instalments, electronic top-ups and automotive services.

Its SelfPay Now app has surpassed one million users and integrates more than 200 services. The company continues to develop the app as a Romanian super-app designed to simplify payments and everyday financial management.

At the operational level, SelfPay processes more than six million transactions per month, highlighting the scale of its activities and the role its infrastructure plays in facilitating payments across Romania.
