Public consultation on the use of SCT Inst at the Point Of Interaction

The European Payments Council (EPC) has launched a public consultation to explore  how it can best support and facilitate the use of SEPA Instant Credit Transfer (SCT Inst) at the Point Of Interaction (POI).

Questions


Each contributor is invited to report the concrete requirements, suggestions and/or issues it wants to address to the EPC, for making the SCT Inst scheme (better) fit for the contributor’s needs, by responding to the questions below. The contributor can also opt to submit a separate document outlining its positions, views or needs.

The EPC will aggregate and anonymise all provided information under this section and share it with the relevant EPC bodies involved in the SCT Inst scheme management or in the use of SCT Inst scheme-based services at the POI.

In case the EPC considers it worthwhile to disclose the input collected on the questions below with the contributors concerned and with any other relevant stakeholders (e.g., via a written report, a dedicated workshop, another kind of forum organised by the EPC) as a follow-up to this public consultation, the EPC will use this aggregated and anonymised information to this end.

1. In which POI payment use case(s) do you see the SCT Inst instrument as an added value or as an alternative to other existing payment instruments?
2. For the use case(s) reported under 1: what issues/obstacles prevent or hinder the payer to use the SCT Inst instrument at the POI?
3. For the use case(s) reported under 1: what issues/obstacles prevent or hinder the payee to use the SCT Inst instrument at the POI?
4. Are there functional, technical or standards requirements that still need to be fulfilled for the SCT Inst instrument to be used at the POI? If so, please describe them.
5. What specific requirements are still missing to make the use of the SCT Inst instrument at the POI interoperable across SEPA?
6. What is specifically needed at the level of the SCT Inst scheme rulebook (or at equivalent standardisation level) to facilitate the use of the SCT Inst instrument at the POI?
7. What other suggestions do you have for the EPC that could further facilitate the use of the SCT Inst instrument at the POI?
8. Would you be interested to participate in a workshop or another kind of forum organised by the EPC, in case the EPC would consider this useful or necessary to get a better understanding about the market needs to facilitate the use of the SCT Inst instrument at the POI?


About the consultation

Through this consultation, the EPC wishes to collect feedback, requirements, suggestions, and/or issues that relevant stakeholders may have when they want to use, offer, develop and/or operate SCT Inst scheme-based payment solutions at the POI. This input will allow the EPC gain a deeper understanding of the specific needs or suggestions of each stakeholder concerned, and to determine whether the EPC should undertake any relevant steps to facilitate the use of the SCT Inst scheme at the POI.

Interested stakeholders are kindly invited to complete and submit their input through the response form EPC 129-25 below via email to secretariat@epc-cep.eu by 30 May 2025, midnight Brussels time.

Regulatory Background

The Instant Payments Regulation amending the Single Euro Payments Area (SEPA) Regulation makes that the large majority of Payment Service Providers (PSPs) across the European Economic Area (EEA) will adhere to the SCT Inst scheme ultimately by July 2027.

With the SCT Inst scheme obtaining an EEA-wide reach, some stakeholders have launched or consider launching payment solutions based on the SCT Inst scheme at the POI, while other stakeholders see the use of the SCT Inst scheme at the POI as an opportunity for several payment use cases.

Next Steps

The EPC will provide individual feedback to all contributors by the end of October 2025 at the latest. Depending on the input received, the EPC may consider holding a dedicated workshop or similar forum with relevant stakeholder representatives to explore the findings further and discuss the most effective ways  to facilitate the use of the SCT Inst instrument at the POI.
