Today, the European Payments Council (EPC) launched two key publications linked to the Verification Of Payee (VOP) scheme rulebook (and related documents).
First, the EPC is conducting a public consultation on urgent change requests to be introduced into a new version 1.1 of the VOP scheme rulebook (and related documents), following the identification of several issues and inconsistencies after its deployment on 5 October 2025. Stakeholders are invited to review the proposed updates—detailed in the VOP scheme rulebook – Public Consultation Document on Urgent Change Requests (EPC310-25)—and to submit feedback using the dedicated response template (EPC326-25) by 15 February 2026, 18:00 CEST. These urgent changes aim to ensure smooth scheme functioning and interoperability, with publication of version 1.1 expected by mid-March 2026.
In parallel, the EPC is initiating a regular call for change requests to the VOP scheme rulebook version 1.0. This call for change requests is now open and will run until 15 February 2026. Any stakeholder with a legitimate interest may submit proposals using the VOP Scheme Change Request Template (EPC327-25).
The EPC will analyse the legal and technical feasibility of all change requests received. To ensure that they are supported by a broad community, the EPC will organise a three-month public consultation from April to the end of June 2026. The change requests that received broad acceptance will be included in the new scheme rulebook version 2.0 which is anticipated to be published by November 2026.
