The European Payments Council (EPC) announced that its API Reference Toolbox (ART) test and self-certification platform for the Verification Of Payee (VOP) scheme, in collaboration with StreamMind, is available to all payment service providers (PSPs) that are not using a Routing and/or Verification Mechanism (RVM) to test and self-certify their VOP Application Programming Interfaces (API) implementation.
ART test and self-certification platform for the VOP scheme
The VOP scheme allows PSPs to meet the Instant Payment Regulation (IPR) requirement to offer an IBAN-name check service before payers authorise a payment via credit transfer or instant credit transfer.
VOP is a scheme based on APIs that is expected to be implemented by thousands of PSPs in Europe, in time for the regulatory deadline of October 2025. The EPC introduced the ART test and self-certification platform the EPC as an instrument to mitigate interoperability risks among VOP scheme participants, ahead of the scheme’s go-live on 5 October 2025.
The EPC expects that several PSPs will use the services provided by Routing and/or Verification Mechanisms (RVMs) for facilitating participation to the VOP Scheme. Therefore the EPC requires these players to successfully complete a self-certification test based on the ART platform.
To further mitigate the interoperability risks, the EPC now also provides access to the ART platform for the PSPs who do not intend to operate with an RVM to test and self-certify their VOP API implementation.

PSPs that intend to use the platform, are invited to complete the form. The ART platform will send an invitation to the PSP to self-register and start the testing. This invitation email will include a link to the onboarding manual; further guidelines are available in the platform’s FAQ section.
