Following the news that London-based FinTech giant Revolut Ltd plans to invest EUR1 billion in France and relocate its Western European headquarters to Paris, Harry Swain, Banking and Payments Analyst at GlobalData, a leading data and analytics company, offers his view:

Revolut’s shift towards a dual-headquarter model in Paris and Vilnius speaks volumes about the perceived inflexibility of the UK’s regulatory environment. By choosing France, where it plans to create over 200 new jobs and apply for a local banking licence, the challenger bank is clearly prioritising operational agility and market access across the EU.

This move could serve as a bellwether for other FinTechs, which may now be looking to scale in jurisdictions offering more streamlined regulatory pathways. With France now Revolut’s fastest-growing market, the EUR1 billion commitment is a clear signal that London is no longer the default innovation hub it once was.

While the UK remains a global leader in financial services, it risks falling behind unless regulatory barriers are addressed. Revolut’s decision highlights the urgency for UK policymakers to strike a balance between oversight and innovation, especially as more firms eye continental Europe for growth.”
